POLITICAL TECHNOLOGY OF "DISABILITY"

In the paper, I analyze the ways in which "subjects with disabilities" are constructed by the Law on Prevention of Discrimination against Persons with Disabilities, as well as by other legal documents, adopted in Serbia in the last couple of years. They are the ones which have, in principle, displaced the discussion on "disability" from the domain of social aid into the human rights domain. However, as I have shown in the paper, the procedure of shifting "disability" into human rights area in Serbia has been, above all, prompted by the external influence (i.e. by requirements of the European Union in the approximation process), and not by the alteration of the "disability" concept (from individual to social problem), as it was the case in international context. This has had a crucial significance for the constitution process of "subject with disability" in Serbia and its peculiarity, which I will demonstrate in the sphere of education, work and family relations.
